
Hiring Hall Rules
Adopted October 16, 2025
1. To be referred for work you must:
- Be at least 18 years of age
- Have a telephone at your place of residence or a current cell phone
- All paperwork and current contact information must be on file and updated in a timely manner with the Local
- Agreed to be bound by and sign a copy of these Hiring Hall Rules as written or amended.
- Individual is responsible for their own means of transportation to and from calls
- The Hiring Hall is not an employment referral agency under the ADA/ADAAA (Americans with Disabilities Act) and does not make fitness for duty determinations
- Pay five (5%) percent referral fee to Local 421
2. Probationary Status
- A person who signs to be a referent through the Local 421 Hiring Hall shall be classified as a Probationary Referent until such referent remains on the referral list for at least one (1) year from the first date of appearance on the referral list. If the referent incurs an infraction on their first assignment, then they shall be removed from the referral list until such time they inform the Business Agent in writing, requesting to be reinstated. Upon more than one (1) Hiring Hall infraction during the probationary period, and at the determination of the Executive Board, the referent may receive additional discipline and conditions before being returned to the referral list. The Executive Board reserves the right to permanently remove a robationary Referent from the referral list.
3. Work Calls
- Referrals for work may be via telephone calls to the number currently on file with Local 421 or in person by the Business Agent, Call Steward application, or others acting on behalf of the business agent.
- Telephone numbers that are not in working order or that no longer belong to the referent will be removed from the Hiring List and no calls will be made to that referent until a correct phone number is provided.
- Referents that the Business Agent is unable to contact on four (4) occasions during a thirty (30) day period without prior notification to the Business Agent shall be removed from the referral list until such time that the referent requests, of the Business Agent, to
be reinstated to the referral system. - Referents with concerns regarding their respective job referrals shall state those concerns in writing to the Local 421 Executive Board.
4. Mechanism for Filling Calls
- After but not sooner than forty-eight (48) hours after the notification has been sent, the Business Agent will begin filling the call. At that time, if there are not enough hands to fill the call then a notification will be resent out to Union Card Members, Pathway List, and the full extra list. After forty-eight (48) hours (if time allows) the Business Agent will begin filling the call again.
- The only exception to the mechanism above, is if the Business Agent receives the call with less than forty-eight (48) hours to fill the Call. This will be deemed an emergency call. In this case the Business Agent will fill the call by any means necessary.
- The referent will have (2) days to confirm or decline the call once they have been assigned.
- Note: (If you do not know how to confirm a Call, please contact the Business Agent or the Call Steward)
- If for any reason the referent is unable to make it to a call to which they have been assigned they must contact the Business Agent or the Call Steward twenty-four (24) hour prior to the call time.
5. Order of preference.
- Preference in the following is decided by the date of initiation into full membership followed by acceptance into the membership pathway.
- All Calls will be filled off the wished list by
- a. Preference with specific certifications and/or formal training for the specified position
c. Preference alone
d. Referents on the pathway to membership
e. Availability at the discretion of the Business Agent - Note: When filling from the referents on the extras list it will be based on referents that have wished the call with certifications and/or formal training first, then based off when the referent wished the Call second. (Call Steward does inform the Business Agent of the precise time the Call is wished)
- At anytime up until forty-eight (48) hours before a call any Hand with Certifications and or Formal training with an earlier date of membership can wish a Call and ask to replace someone that has already been assigned a that call.
6. Code of Conduct
- Personal hygiene should be appropriate for the work environment. Little or no perfume or cologne should be used by those around performers.
- Referents will avoid consuming food or drinks in areas designated against such activities.
- Intoxication is not tolerated at any worksite or venue. Referents will report to calls and be ready to perform the job task required of their department.
- Bringing alcohol or non-prescribed medications onto the worksite or venue premise is not allow at any time.
- If a department head or fellow worker suspects a referent of intoxication by inability to perform assigned tasks or other obvious signs, they are required to immediately inform the Steward on an anonymous basis for the Steward to investigate and/or take potential action, such as removal of referent from the call.
- Cell phone use is strictly prohibited while on the clock. It is recommended that phones be muted during load in/out and required to be muted during all rehearsals and performances.
- Emergency cell phone use is only permitted with the approval of Department Head or Steward.
- The taking of photos and/or video is prohibited unless specific consent is granted by a representative of the production company and does not interfere with the workflow.
- Any posting on social media by a referent that negatively impacts I.A.T.S.E. Local 421 or is negative in nature with relation to a fellow referent, in the context of any call, is strictly prohibited.
- Referents are not allowed to promote yourself for upcoming calls, for example, by calling the employer or show supervisor and asking to request you by name.
- You are not allowed to solicit your outside business to traveling shows or companies unless requested. (Business cards, for example.)
- You must be available and ready to work at the assigned call time.
- Calls will be added to Call Steward based on the chance that Local 421 may get numbers for that call. Because a Call is posted to Call Steward does not mean or nor is it a guarantee that the local will receive a call for stagehands.
- When the Business Agent is contacted with the numbers needed for that potential call, the Business Agent add those number to the Call. Once the Call is created the Business agent will be sending out a notification through the Call Steward application or similar informing the Union card holders and those people on the pathway (Pathway List) that there is a new call posted.
- It is recommended that referents, who upon accepting work calls, arrive at least 15 minutes in advance of the call time in order to be ready for work. In the case of emergencies or other instances which may result in tardiness, the referent should immediately inform the Steward or Business Agent who will then determine if the reason for tardiness is acceptable. Being late to a job may result in being sent home from a job without pay.
- All referents should report to the call ready to perform the tasks required within their assigned departments. Remember to take care of yourself and keep in mind that the job maybe stressful and taxing. It is recommended to bring snacks and water for those who may need it.
- Theft of any kind from the venue, show, or fellow referents is strictly prohibited.
- Any receipt of food, drink or durable good may only be allowed with appropriate consent from a representative responsible for such articles. (For example, swag, t-shirts or leftover catering)
- Any form of harassment, whether intended or not, of a sexual or racist nature toward any and all persons present on the call or at the venue is strictly prohibited.
- Any form of bullying or shaming including directly or indirect speech or action toward any and all persons present on the call or at the venue is strictly prohibited.
- Any referent that witnesses alleged instances of harassment or bully should immediately inform the Steward or Business Agent of I.A.T.S.E. Local 421 for
investigation when an appropriate time occurs such as breaks or lunch. - Harassment can include, for example, offensive or derogatory remarks about sexual orientation or gender expression. Offensive comments about someone’s sexual orientation or gender expression will not be tolerated by I.A.T.S.E. Local 421.
- FAILURE TO WEAR APPROPRIATE CLOTHES TO WORK MAY RESULT IN GETTING SENT HOME FROM A JOB WITHOUT PAY.
7. Dress for Load In/Load Out
- Hardhats must be worn when rigging is taking place overhead or at any time there is potential risk of injury from falling objects. Referents may opt to bring their own hard hat in lieu of employer provided hardhats if they are in undamaged condition and meet ANSI Z89.1 standards.
- Gloves are recommended.
- Shoes comfortable for walking. No open toes. Steel toed or similar protective footwear is recommended or required depending on department assignment or venue specific safety policy.
- Pants or shorts suitable for warmer environments. Knee length shorts, cargo pants, jeans.
- Shirts, sweatshirts, jackets that in good condition containing no offense language or images and that will not impair referent in the performance of their work.
8. Dress for Show Calls
- Shoes that are black and comfortable.
- Long black pants. Black knee length shorts maybe worn in warm environments (for
example spotlight operators) with approval of show or house management. - Black long sleeved shirt. Black short sleeved shirts maybe worn in warm environments
similar to above with appropriate approval.
9. Dress Blacks for Show Calls
- Dark black and comfortable shoes. Not tennis shoes.
- Pants must be long black. No rough cargos.
- Shirts must be black button up or polo style.

10. Tax Information
- You must bring proper identification documents to complete an I-9 and W-4 form,
preferably a driver’s license, social security card and / or passport. Never contact the
employer first about a payroll problem. Contact the Business Agent.
11. CALL STEWARD
- The Call Steward application is the preferred method for referring jobs in Local 421. Contact the Business Agent for information on how to set up Call Steward.
- Keep contact information including email, address and phone number up to date.
- Please keep vacation and availability time up to date
- Don’t place yourself on a skill list unless you’re well experienced and are comfortable with it.
- Please confirm or decline all job offers using the Call Steward website.
12. COMMUNICATE
- Should you experience any difficulties regarding a job to which you’re referred please call the local 421 Business Agent at 618-967-2394
13. TOOLS
- Every stagehand must bring the proper tools to perform the jobs to which you’ve been referred. The tools should be in good working order and you should know how to use them. All stagehands should have at the minimum a crescent wrench and gloves FOR ALL SHOWS. In addition, each of the following positions may require some or all of the tools listed. Stagehands assigned to those position, and when informed of the necessity, will be required to have those tools readily available at the beginning of the job.
i. General Stage Hand/Carpenter- Crescent or C-Wrench, Multi-Tool, Pocket Knife, Flashlight, Gloves, Black Sharpie.
ii. Shop Carpenter- Tool Belt, Tape Measure (25 ft min.), Straight Claw Hammer, Screw Drivers (Flathead and Phillips), Battery Operated Screw and Impact Guns (with battery, charger and bits), Pry Bar, Chalk Line, Speed Square, Cat’s Paw, Sockets, Allen Key Set (with 5/16” Coffin Key), Safety Glasses, Ear Protection, Pen pencil paper.
iii. Convention/IND Positions- i, ii plus ratchet wrenches, Channel Locks, wire cutters, Utility Knife with extra blades, needle nose pliers, Torx Key Set and Bits, Pliers slip joint 2 position
iv. Scenic Shop- Same as i, ii, iii plus nail sets, 1” wood chisel, Sureform plane, files and rasps, Saws Battery Operated and/or crosscut, Center Punch, Block Plane, Ratchet Wrench - 3/8” drive, 3/8", 7/16", 1/2", 9/16" deep sockets, AC Circuit tester, 3” wrecking chisel
v. Audio Jobs- Same as i. plus Standard and Phillips screwdrivers, Board Tape or Masking tape, Electrical Tape, Gloves, Pen and small Pad of Paper, Headphones, ire cutters (diagonal cutters), Needle nose pliers, AC circuit tester, 9/16 socket + ratchet, 5/16 Allen wrench (coffin Key)
vi. Lift work- Full Body harness, lanyard, carabiners, small lanyards to secure tools
vii. Rigging-Rope ½” – 5/8” (Length per Venue) Hotels, convention centers – 40 ft., Arenas 200 ft. Carson Center, Outdoor Sheds 100 Ft., Full Body Harness – Rated (Ansi Z395.1), Shock Absorber, Lanyard / “Y” Lanyard, Auto Lock Steel Carabiners (minimum 2), Multi Loop 5ft, CMC Rescue Sheave, 100ft Cloth Tape Measure, 30ft Steel Tape Measure, Channel Locks 8”, Crescent Wrench 8” (wide mouth, must open to 1 1/8”), 4 in 1 Screw Driver, Sidewalk chalk, Ratcheting Box Wrench ¾ x 7/8, Socket Wrench 3/8 Drive: 11/16, 9/16, 3/8 Deep Sockets, Socket Wrench 1/2 Drive: 15/16, 7/8, 3/4 Deep Sockets, Pocket Knife.
